Rules

Player Information

A team must have a minimum of 7 players on offense and defense for an official league game to begin.

Note:Teams cannot agree to play with less than the above stated number of players.


Official Roster

Team membership consists of persons whose names, signatures and identification #ís are on the official team roster.

Teams may carry a maximum of 20 players on their team roster.All players participating in an official league game must be on the team roster.

All roster additions and deletions to the roster must be received by the league prior to the third week of the league.

All players must be 18 years and older.

Players must participate (play) in (3) three league games to be eligible for post season.


Game Information

Games will be played as scheduled by the league director.


Official Score/Time

The referees on the field will keep the official score and official time.Managers will be notified of the score when requested and at the conclusion of the game.


Game Roster

Prior to the official start of the game, all game participants must sign participant roster.†† All players must carry identification for verification or player protest.


Referees

The league director has contracted with North Bay Officials to provide (2) two referees to administrate league games.


Official Game

Teams must have (7) players on the field to start an official game.A total of (8) eight players may be on one side at a time.If the game is started with (7) players, the eighth player can be added at any time during the game.

League games will consist of (2) two (30) thirty-minute halves.The last (2) two minute of each game will be stopped clock (pro rules) on an incomplete pass, out of bounds and time outs.If a player is injured the clock will stop until the player is removed and time will resume.If the point differential is more than 17 points, the clock will remain running.

Game time is (1) one hour.There will be a (2) two-minute warning preceding the end of the game.League games may end in a tie contest.

The ball will be placed on the (20) twenty-yard line at the start of the game, 2nd half, safeties and team scores.

Each team must provide players with same color shirt to designate team color.

At the beginning of each game, a representative from each team will participate in a coin flip.The winner of the coin flip will pick offense or defense and the loser will pick direction.

Points:Touchdowns are (6) six points, field goals are (3) three points and safeties are (2) two points.


Equipment


All players must wear the same color jersey and flag in league games.

All players must wear shoes.If cleats are worn, the must be either rubber or plastic. †No metal cleats/spikes will be allowed.

Undershirts must be tucked in or cut above mid-line.

No flag must be tied.Infraction results in a (15) fifteen-yard penalty and loss of down from original line of scrimmage.

If a player loses his own flag, the player cannot advance the ball.

If a player loses his own flag while running a play and the ball is caught, the play will stand and play will be spotted at the point of completion.


Playing Rules


Live Ball/Dead Ball

Play is live until referee blows whistle.Ball is dead on all fumbles, at spot of fumble.No fumbles!!

Offense has 25 seconds on play clock once referee spots the ball from previous play.First down is every (10) ten-yard marker.

All interceptions are live and clock is running.

All receptions must be made with (2) two feet in bounds.


Passing, Handing off and Offensive Line Play

A team may pass, hand off or lateral the ball.

The offense must have (2) two or (3) three lineman on the line of scrimmage.The team may choose to keep (2) two or (3) three offensive lineman in for blocking.

The quarterback can run at anytime.

Teams can use any formation or play that utilize the lineman rule.The next position on the line must be one position outside the tackle.

A player may block with their hands, forearms or chest and shoulders.These blocks cannot be above the shoulders or below the waist.Lineman cannot extend their arms.No leg whipping.

No tripping or throwing your body at any times.This action will result in an unsportsmanlike penalty and repeating action could result in ejection.See penalties.

No flag guarding.See penalties.

A runner may not jump over, lower their shoulder or run over a defender.The player can dive for yardage but cannot initiate contact with defender.

A team must have (5) five players on the line at the start of each play.


Defense

A defensive player may not tackle, trip, push in back or hold and obstruct the ball carrier or blocker.

Defense has to match the offense of line play.The offense will dictate rushing formation.

Interceptions are live balls.

Defense can blitz (1) one player any time during game but the player must be (2) two yard off line of scrimmage and must verbally announce themselves to the head referee and on the line of scrimmage.

Defensive lineman inside shoulder cannot be outside of offensive linemanís outside shoulder.Nose tackle must play straight up.


Punts and Extra Points

All punts are live.Offense will dictate line setup.Special teams defense lineman must match offense lineman player on player.

When ball is snapped, no player can move until ball is kicked.Ball must be kicked, no fake punts.

On extra points and field goals, all players must be on line, except kicker and holder.Defense can wave arms only.No player is allowed to jump.Lineman rules are in effect.

On regular (5) five and (10) ten yard extra points, the regular offense take effect.

Extra points kicks will be spotted on the (10) ten-yard line and completed on the north side of field.

Field goals are (3) three points, extra points are (1) one point, (5) five yard line extra point plays are (1) one point and (10) ten points are (2) points.


Timeouts

Teams receive (2) two (30) second time outs per game.Timeouts may be used at any part of the game and may be carried into the second half.Timeouts can be used during the last (2) two minutes of the game.

10-yard penalties

  • Illegal contact beyond (5) five yards
  • Illegal block
  • Illegal use of hands
  • Holding
  • Obstruction the ball carrier
  • Hurdling
  • Tackling

15-yard penalties

  • Hit below waist
  • Clipping
  • Illegal contact above shoulders
  • Fair catch interference
  • Pass interference (loss of down for offense) or (1st down for defense) no more than half the distance to the goal.
  • Chop block
  • Charging into an opponent
  • Unnecessary roughness
  • Roughing the passer
  • Unsportsmanlike conduct
  • Tripping
  • Taunting (may also result in ejection)

Playoffs

The (4) four top teams will make the playoffs. 1st Place team will face 4th place team and 2nd place team will face 3rd place team.Winner will meet in the championship game.

Head to head competition and than point differential will determine tiebreakers.If both indicators are equal, the playoffs will be determined by coin toss.


Awards

Awards will be given to the first placed team.


League procedures


Forfeits

Any team forfeiting a league game will be required to pay the league a $25 forfeit fee.The forfeit fee must be received prior to the next scheduled league game.


Ejections

Any player ejected from a league game for unsportsmanlike conduct or any player demonstrating unsportsmanlike conduct towards a league referee, may be suspending from future games.


Protests

There shall be no protest involving a decision based upon the judgment of a referee.

Any player who is challenged on eligibility will be requested to shown an I.D. to the head referee.

Any protest including player eligibility must be received in writing within (2) working days from the protested game with a $25 protest fee.If the protest is upheld, the fee will be returned to the team.


Manager/Player and Spectator Code of Conduct

Team managers will be the official team representative and are responsible for the on/off field conduct of their players and spectators.

Unsportsmanlike conduct by manager/player and spectator will not be tolerated to referees, opposing players, spectators and staff.Unsportsmanlike conduct may result in ejection from the game, playing facility and future league games.

There is no alcohol or smoking allowed on the field or near the field during games.

No participant (manager, player and spectator) may engage in any physical violence at any time.Violation may result in arrest and suspension for the league.
